Infrastructure Entrepreneur & Advisor
Building Africa's infrastructure future — from concept to legacy
Civil engineer, research fellow, and founder of Tupopila Infratech — a Namibia–Brazil advisory consultancy bridging project finance, sustainable engineering, and full life-cycle infrastructure delivery across Southern Africa.
About Me
I'm Paulus Shavukah — a civil engineer, sustainability researcher, and entrepreneur on a mission to transform how infrastructure is conceived, financed, and delivered across Africa.
Through Tupopila Infratech, I bridge the gap that most firms leave open: the space between technical engineering excellence, bankable project finance, and long-term sustainability. We don't just design — we deliver projects that communities will rely on for generations.
Trained in Namibia and Brazil, I bring a global-local lens to every engagement — combining international best practices with deep regional knowledge of Southern Africa's infrastructure landscape.
"Infrastructure is not just concrete and steel — it is the physical expression of a society's ambitions for its people."— Paulus Tupopila Shavukah, Founder · Tupopila Infratech
What I Do
From the first financing model to end-of-life recycling strategies — Tupopila Infratech augments engineering teams with the sustainability, finance, and innovation expertise that bankable projects demand.
